今(jin)年1-7月份(fen),公司化肥化工產(chǎn)(chan)品(pin)產(chǎn)(chan)量(liang)較(jiao)同期(qi)增長(zhang)12%,實(shí)現(xiàn)(xian)營(ying)業(yè)收入41.68億(yi)元(yuan),利(li)潤總(zong)額(e)4.34億元。綜(zong)合(he)管理(li)部(bu)作(zuo)為(wei)公(gong)司(si)管(guan)理部(bu)室(shi),始終(zhong)聚焦本部(bu)門(men)的(de)職能(neng)職責(zé),助(zhu)力(li)公(gong)司高質(zhì)(zhi)量(liang)發(fā)(fa)展。
以“職(zhi)能職(zhi)責(zé)”定(ding)規(guī)則(ze)
秉綱(gang)而目(mu)自(zi)張,執(zhí)(zhi)本(ben)而(er)末(mo)自(zi)從。做(zuo)企(qi)業(yè)(ye)如(ru)同經(jīng)營家庭一樣(yang),無規(guī)不成(cheng)方圓(yuan)。只(zhi)有定好各(ge)單(dan)位各(ge)部門(men)職(zhi)責(zé)(ze),企(qi)業(yè)(ye)才(cai)能(neng)順(shun)暢(chang)規(guī)(gui)范(fan)運(yùn)(yun)行(xing)。為(wei)此,綜(zong)合(he)管(guan)理部(bu)在原有(you)職(zhi)能職責(zé)的基礎(chǔ)上,按照(zhao)陜煤集(ji)團(tuán)(tuan)《管理綱要(2022版(ban))》精(jing)神要(yao)求,結(jié)(jie)合(he)機(jī)(ji)構(gòu)調(diào)(diao)整(zheng)情(qing)況,充分征(zheng)詢(xun)各方意(yi)見(jian),修訂完(wan)善《組(zu)織(zhi)機(jī)構(gòu)(gou)及職能(neng)職(zhi)責(zé)》,明確(que)了公(gong)司(si)各(ge)單位(wei)各(ge)部(bu)門職(zhi)能職(zhi)責(zé),確保公司(si)規(guī)范(fan)科學(xué)運(yùn)(yun)行(xing)。目(mu)前,我們在(zai)修訂完職(zhi)能職責(zé)后(hou),同(tong)步(bu)梳理修訂(ding)公(gong)司(si)規(guī)章(zhang)制度,以(yi)“職(zhi)能(neng)職責(zé)+規(guī)(gui)章制度”來保(bao)障(zhang)公(gong)司治(zhi)理(li)體(ti)系不斷向(xiang)現(xiàn)代化(hua)邁進(jìn)。同時(shí),我(wo)們不(bu)斷(duan)優(yōu)(you)化(hua)調(diào)整規(guī)章(zhang)制(zhi)度監(jiān)督(du)檢(jian)查(cha)機(jī)(ji)制,加強(qiáng)(qiang)每(mei)月檢查(cha)的(de)針對性和(he)實(shí)用性(xing),提升(sheng)職責(zé)和(he)制度的執(zhí)(zhi)行(xing)力(li)。
以“績效考核(he)”論業(yè)(ye)績
考(kao)核(he)不(bu)是(shi)跟誰過(guo)不(bu)去,不是為了罰誰區(qū)(qu)區(qū)(qu)千(qian)百(bai)塊錢(qian),而(er)是樹(shu)立(li)一種(zhong)導(dǎo)(dao)向,就是倡導(dǎo)(dao)公(gong)開(kai)透(tou)明,公平(ping)競爭(zheng),憑(ping)實(shí)(shi)績(ji)說話,誰(shui)干(gan)得(de)好(hao)誰(shui)出(chu)彩(cai),誰干(gan)得(de)不(bu)好(hao)誰受罰。我(wo)們(men)作(zuo)為(wei)考核牽頭管理部(bu)門,責(zé)(ze)任重大(da),一(yi)直在探(tan)索相(xiang)對公平(ping)的績效考(kao)核(he)管(guan)理體系。自(zi)2022年制定(ding)實(shí)(shi)施的(de)“1+6”全(quan)員(yuan)業(yè)績(ji)目標(biāo)績(ji)效管(guan)理體系運(yùn)行(xing)來(lai)看(kan),總(zong)體上還是比較(jiao)客(ke)觀(guan)科(ke)學(xué)的。我們也(ye)統(tǒng)(tong)計(jì)(ji)了下(xia)2023年上(shang)半年綜(zong)合(he)排(pai)名情況,維(wei)保(bao)分廠(chang)在所(suo)有分廠中(zhong)排名第(di)一,動(dòng)(dong)力(li)分(fen)廠(chang)在(zai)六個(gè)生(sheng)產(chǎn)(chan)分(fen)廠(chang)中(zhong)排(pai)名(ming)第(di)一(yi),BDO分(fen)廠在八(ba)個(gè)分廠(chang)中排名(ming)最后,這也(ye)基本反(fan)映了分廠(chang)生產(chǎn)(chan)組(zu)織(zhi)和(he)日常管理情況。
以(yi)“機(jī)(ji)制變(bian)革(ge)”聚正力
沒(mei)有(you)機(jī)制(zhi),神(shen)仙也(ye)做(zuo)不(bu)好(hao)企業(yè),有(you)了機(jī)(ji)制(zhi),做(zuo)企(qi)業(yè)不需要(yao)神(shen)仙(xian)。近(jin)年來(lai),我(wo)們一直在(zai)探索適(shi)合陜(shan)化(hua)特(te)色的(de)管(guan)理體(ti)制(zhi)和(he)運(yùn)行(xing)機(jī)制,不(bu)管是2016年實(shí)行(xing)的機(jī)構(gòu)(gou)扁(bian)平化(hua)改革(ge),還是2019年(nian)實(shí)施的銷(xiao)售體制機(jī)(ji)制改(gai)革,抑或是(shi)近(jin)年(nian)來實(shí)施(shi)的賽(sai)馬(ma)機(jī)(ji)制(zhi)、輪崗(gang)機(jī)制(zhi)、公(gong)推公(gong)選機(jī)(ji)制(zhi),都(dou)在圍繞(rao)“抓改革、激(ji)活(huo)力(li)、提效(xiao)益(yi)”做(zuo)文章(zhang)。實(shí)(shi)踐證(zheng)明(ming),體制(zhi)機(jī)(ji)制(zhi)做(zuo)實(shí)了就(jiu)是生產(chǎn)(chan)力(li),做(zuo)細(xì)(xi)了就(jiu)是競爭(zheng)力,做(zuo)強(qiáng)了就是創(chuàng)(chuang)新力。
以(yi)“重(zhong)點(diǎn)(dian)工作(zuo)”促(cu)落實(shí)(shi)
抓好(hao)重(zhong)點(diǎn)工(gong)作(zuo)督(du)辦(ban),是(shi)企業(yè)(ye)發(fā)(fa)展(zhan)的有力(li)保(bao)障。一直(zhi)以來,我(wo)們始終(zhong)聚焦(jiao)重點(diǎn)工(gong)作的(de)推(tui)動(dòng),持(chi)續(xù)(xu)優(yōu)化完善(shan)重點(diǎn)(dian)工作(zuo)推進(jìn)實(shí)(shi)施方案,建立健全重(zhong)點(diǎn)工(gong)作(zuo)周(月(yue))通(tong)報(bào)(bao)、季(ji)度(du)考(kao)評、年(nian)終(zhong)追責(zé)(ze)的工(gong)作機(jī)(ji)制(zhi),實(shí)(shi)施重點(diǎn)工(gong)作(zuo)清單(dan)銷(xiao)號(hao)式管理,確保(bao)重(zhong)點(diǎn)(dian)工作落(luo)實(shí)(shi)落地(di)。截(jie)至(zhi)目(mu)前,共印(yin)發(fā)(fa)重(zhong)點(diǎn)工(gong)作通(tong)報(bào)二(er)十(shi)期,年(nian)度重(zhong)點(diǎn)工(gong)作(zuo)累(lei)計(jì)(ji)86項(xiàng),完(wan)成(cheng)15項(xiàng)(xiang),周(zhou)通報(bào)(bao)53項(xiàng),月通報(bào)(bao)15項(xiàng)。
以“服務(wù)(wu)一線(xian)”轉(zhuǎn)(zhuan)風(fēng)氣(qi)
作為生(sheng)產(chǎn)(chan)制造企(qi)業(yè)(ye),管理(li)部室(shi)服務(wù)(wu)生(sheng)產(chǎn)(chan)一線是命(ming)之(zhi)所(suo)系、職責(zé)(ze)所在(zai)??v觀近兩(liang)年(nian),尤其(qi)是主題(ti)教(jiao)育(yu)開(kai)展以(yi)來,機(jī)(ji)關(guān)(guan)部室(shi)服務(wù)生產(chǎn)一線有了明(ming)顯轉(zhuǎn)(zhuan)變(bian)。但還(hai)存在(zai)有(you)些(xie)部(bu)室認(rèn)(ren)為生產(chǎn)(chan)跟(gen)他(ta)們(men)沒(mei)關(guān)(guan)系(xi),出(chu)了問(wen)題認(rèn)為(wei)是(shi)分(fen)廠的責(zé)任(ren)。其(qi)實(shí)(shi)還是(shi)部室(shi)盡職不到位,管(guan)理不到(dao)位(wei)。作(zuo)為綜合(he)管(guan)理(li)部室(shi),界定好責(zé)(ze)任(ren)是(shi)第(di)一(yi)要(yao)務(wù)(wu),還有就(jiu)是(shi)加(jia)強(qiáng)生產(chǎn)分廠的主(zhu)動(dòng)對(dui)接(jie)、主動(dòng)(dong)協(xié)調(diào)和主動(dòng)(dong)服(fu)務(wù)(wu),能幫(bang)助(zhu)分(fen)廠去(qu)協(xié)(xie)調(diào)解(jie)決(jue)問題(ti),這才是部(bu)室存在(zai)的(de)應(yīng)(ying)有(you)之義(yi)。如果生產(chǎn)組(zu)織不好,那要部室還(hai)有什(shen)么(me)用。
以(yi)“內(nèi)方外(wai)圓(yuan)”樹(shu)形象(xiang)
始終緊(jin)跟“員工(gong)幸福(fu)、同行(xing)尊重(zhong)”發(fā)(fa)展(zhan)愿(yuan)景(jing),以細(xì)(xi)之又細(xì)(xi)的工作作風(fēng)做好(hao)內(nèi)部會議(yi)組織、公(gong)務(wù)(wu)派(pai)車和(he)外部(bu)接(jie)待工(gong)作。截(jie)至7月份(fen),累(lei)計(jì)(ji)組織公(gong)司內(nèi)部會議110次(ci),規(guī)(gui)范發(fā)文(wen)、通(tong)報(bào)、會(hui)議布(bu)置等(deng)統(tǒng)(tong)一(yi)標(biāo)準(zhǔn),累計(jì)(ji)做好(hao)外(wai)部接(jie)待68次(ci),形(xing)成“一個(gè)(ge)方(fang)案統(tǒng)(tong)領(lǐng)(ling)+模(mo)板化接(jie)待(dai)清單(dan)”的(de)接(jie)待工(gong)作模式,在效(xiao)益提升(sheng)的同時(shí)(shi),充(chong)分展(zhan)現(xiàn)公(gong)司正能量的精神(shen)風(fēng)貌,為打造同行(xing)尊重(zhong)的企業(yè)(ye)不(bu)斷(duan)奮(fen)力(li)拼搏(bo)。(綜(zong)合(he)管(guan)理(li)部(bu) ?陳大力(li))
